When you need to know the exact geotechnical parameters and site characteristics because you want to push the design envelope then laboratory testing is a must.

Standard designs such as roads and pavements require specific soil parameters even though they may not be anything out of the ordinary for a specific geology.
If you are building a ‘sensitive’ structure or undertaking a critical design such as;
